The Public Health Programme works to strengthen the capacity of marginalized populations to
advocate for better health policies and practices. JUHI also work to advocate for greater government
accountability in health care. The programme works in the following areas
a) Access to Medicines
Despite advances in medical science, affordable safe and effective medicines remain inaccessible
to many of people. JUHI support efforts to increase access to essential medicines for people,
especially for poor and marginalized populations.
b) Accountability in Health
Strong and independent citizens’ groups play an instrumental role in ensuring that government,
health care institutions, and health programs are held accountable to the communities they are
designed to serve. JUHI work to ensure that civil society groups have the information, skills, and
capacity to hold governments accountable for their actions.
c) Disability Rights
In truly inclusive democracies, persons with disabilities enjoy human rights on an equal basis with
others and fully participate in society. JUHI tackle deeply entrenched discriminatory laws, practices,
and attitudes that hinder full equality and inclusion of persons with disabilities in their communities.
d) Harm Reduction
Harm reduction is a range of evidence-based approaches that recognize that people unable or
unwilling to abstain from illicit drug use can still make positive choices to protect their own health in
addition to the health of their families and communities. JUHI advocate for policies and practices that
advance the health and human rights of people who use drugs.
e) Health Financing
JUHI work to ensure that funding for health is raised, allocated, and used in ways that meet the
health needs of marginalized persons. In particular, funding should be used to strengthen civil
society engagement in developing health policies that promote and respect human rights and lead to
greater accountability and transparency.
f) Health Media
JUHI’s aim is to advance the field of communication and media for advocacy on health and human
rights. JUHI support civil society groups to effectively use media to advocate on key health issues
that impact marginalized populations
g) Law and Health
JUHI promote societies in which the rule of law and respect for human rights safeguard the health of
all, especially the most vulnerable. This includes people living with HIV or tuberculosis, people
needing palliative care, people who use drugs, people with disabilities, prisoners, ethnic minorities,
sex workers, and sexual minorities.
h) Palliative Care
Palliative care is a holistic health care approach that improves the quality of life for patients and their
families by addressing the psychosocial, legal, and spiritual problems associated with life-threatening
illness. JUHI support efforts to make palliative care a sustainable, essential part of public health
systems
i) Sexual Health & Rights
JUHI work to ensure that people who are stigmatized because of their sexual practices, sexual
orientation, or gender identity have access to quality health and social services and can effectively
advocate for their rights.

Today, malaria is responsible for more illness and death than any other single disease in Uganda.
While those with low immunity- pregnant women, children under five years and people living with
HIV/AIDS- are particularly vulnerable, all people living in Uganda are at risk of being infected with
malaria parasites and suffering from resulting illness. In most parts of Uganda, temperature and
rainfall are sufficient to allow a stable, year round (perennial) malaria transmission at high levels with
relatively little seasonal variability. While tremendous progress has been made in the fight against
malaria through the improvement of health system performance and increased public knowledge
about malaria, increasing resistance to commonly used treatments is presenting new challenges to
malaria control. JUHI main intervention strategies include:
a) Diagnosis and Case management
JUHI stresses the importance of increased public knowledge and awareness of the signs and
symptoms of malaria, and prompt access to effective treatment. The two main components of the
malaria treatment strategy are:
1. Facility Based Malaria Case Management and,
2. Home-Based Management of Fever (HBMF)
b) Vector control.
The control of malaria vectors remains one of the main malaria control strategies in Uganda. The
Malaria Control Programme supports two primary interventions within this strategy: promoting and
increasing the use of insecticide treated nets (ITNs) and increasing the prevalence of indoor residual
spraying (IRS)
c) Intermittent preventive treatment during pregnancy.
Malaria in pregnancy continues to be a serious health risk for pregnant women in Uganda and is
associated with increased risk for maternal anaemia and perinatal mortality. Isolated studies show
that the prevalence of placental infection with Plasmodium falciparum malaria in pregnant women
can be as high as 62.1% in some areas (Ndyomugyenyi et al, 1999). Although all pregnant women
may be at risk of malaria, its complications are greatest in those with modified immunity such as
primigravidae, secundigravidae, adolescents, immigrants/visitors from non-endemic areas and those
infected with HIV. JUHI’s Malaria Control Programme is committed to controlling malaria in
pregnancy through the Minimum Health Care Package. The three key components of the strategy
are: intermittent preventive treatment (IPT), early diagnosis and prompt case management, and
consistent insecticide treated net use for expectant mothers before, during, and after pregnancy
Other strategies for malaria control are
d) IEC and Social Mobilization.
e) Monitoring and Evaluation and Research

c) Training on abstinence and faithfulness components of prevention of HIV/AIDS for
schools, youth out- of –schools, community leaders and religious leaders
d) Establishment of anti-AIDS peer support clubs
e) Information, education and communication IEC/behaviour change communication BCC
campaigns and materials focused on orphans and vulnerable children including Music dance
and drama and sensitizations

and information on haemophilia, the programme will collaborate with different stakeholders including
Newspapers, Radio Stations, TV Stations, Schools, Doctors and other health experts, existing
Haemophiliacs, Local Governments. Programme Activities include
a) Media Campaigns (Radio and TV Programs, Press Conferences, Statements and Releases
b) Capacity Building and Networking
c) Community Meetings and Visits
d) Training workshops
e) Production of Information, Education and Communication Materials
f) Research and Documentation
